Pollution as an issue to contain has remained dominant too, particularly as the industries and settlements got closer and into each other.<\/p>\n\n\n\n<p>*Conservation, sustainability, climate change, ecological and health issues of not only man but earth itself have dominated concerns of urban planners for couple of decades now. With the new millennium in place, towns, which had all the while \u2018planned\u2019 to put nature on the outskirts, have sought to bring nature in and introduce consumption and production processes that seek to balance nature \/green\/blue in towns and integrate the panchatatwic interplay of materials and environment.<\/p>\n\n\n\n<p>*Despite the fact that urban planning has generally failed and has very few cases where planning success can be even claimed at all, it remains a professional specialization to recon with \u2013 as this gathering today shows.<\/p>\n\n\n\n<p>SO CONGRATULATIONS \u2013 In post 1960-Nepal, we are now in 15<sup>th<\/sup> plan period?\u2026 we go on \u2013 I suppose we are mostly physical \/spatial planners here today and our breed can claim consolidation since 1962\u2026<\/p>\n\n\n\n<p>&gt;&gt; LUTO plan masters &gt; architects posing as planners\/advisors\/ geographer at helm\/Regional planning &gt; Harka Gurung Carl Pruscha combine (The Kathmandu Valley Plan generation) + UN Experts (reduced to non-entities by acts of CP\/HG\/GNR etc in early seventies<\/p>\n\n\n\n<p>Planning by FIAT period \u2013 King Birendra, his four regional centers and task mastering visits \u2013 amid this I butt into the fraternity in 1973 \u2013 that\u2019s fifty years there already!<\/p>\n\n\n\n<p><br>1973: June \u2013 Birendranagar Plan \u2013 The Daily wage architect is dispatched to \u2018show\u2019 visible progress and takes the helm at Surkhet \u2013 MBM and GNR prod. University of Illinois Urbana Champaign &gt; 97- 98<\/p>\n\n\n\n<p>Learnt a lot from him too as he taught with our class here<\/p>\n\n\n\n<p>\u2013 1997\/2008 at IOE Logic of Making Plans (2001) &gt;<\/p>\n\n\n\n<p>Scenario planning &gt; only push to preferred scenario through intervention of Trunk sewerage and link roads \u2013 How Prof Lew was amazed at our sincere theoretical planning efforts even as<\/p>\n\n\n\n<p>Comprehensive Planning and New towns were both dead where ever they had originated &nbsp;\u2013 but LUTO stayed on as a easy tool in Nepal ?? But even then with<\/p>\n\n\n\n<p>Nepal tries every known approach and theory \u2013 whatever the American and British Universities and the UN experts (who appear to have taken a as deep a look into these as they could) \u2013 Comprehensive planning, Land Use and transport organization, Master planning, Structure Planning, IAP (Integrated Action Planning \u2013 what a soothing success that was \u2013 it was even being touted by UN expert planners as Nepal\u2019s contribution to Participatory Planning literature to the planning world)<\/p>\n\n\n\n<p>But alas with our kind of Land ownership and elitist urban living, <strong>bureaucratic professionalism<\/strong>, decision makers wrapped in falsehood, nothing worked even with the great prodding and faithful support of King Birendra that had continued to the end of royal days!<\/p>\n\n\n\n<p>Hill Towns &gt; Mid hill road &gt;&gt;<\/p>\n\n\n\n<p>New Towns &gt;&nbsp; District, Province, Election District &gt; Numbers increase<\/p>\n\n\n\n<p><strong>New Constitution (2015) gives Urban infrastructure and Services to Province and Local Government<\/strong><\/p>\n\n\n\n<p><strong>Public Good\/Goods, Public Policy, Urban Development and Urban Planning<\/strong><\/p>\n\n\n\n<p><strong>We are still hoping that the very meagre investments in Urban Service of water, power, communication, sewerage can bail our towns out and plotted development (using LP tool)<\/strong><\/p>\n\n\n\n<p><strong>2078: URBAN DEVELOPMENT POLICY<\/strong><\/p>\n\n\n\n<p><strong>URBAN CORRIDOR, CONGLOMERATE<\/strong> (MEGA TOWNS)<\/p>\n\n\n\n<p>&gt; 273 NAGARPALIKA 60% URBAN ? DO WE NEED TO THINK ABOUT THE NUMBERS \u2013 GET YOUR DATA &gt; THINK FUTURE &gt; PREDICT &gt; PLAN &gt; EXPECTED FUTURE<\/p>\n\n\n\n<p><strong>Engaging the Future &gt; Heritage and Tourism??<\/strong><\/p>\n\n\n\n<p>&gt;&gt;&gt; <strong>Issue of governance becomes key along with infrastructure, Services and urban poverty<\/strong><\/p>\n\n\n\n<p>GLD\/LP &gt;&gt; Integrated Action Planning &gt;&nbsp; Is this kind of planning action useful?
